Writing International Publication #2: Mengapa Jumlah Publikasi Ilmiah Internasional Asal Indonesia Masih Rendah?

Wanted Publikasi InternasionalKualitas penelitian peneliti/dosen di berbagai bidang yang diajukan ke RISTEK, DIKTI, atau BALITBANGTAN atau penelitian ilmiah yang dilakukan peneliti dari LIPI, BPPT dan LPND lainnya tergolong sangat tinggi. Paling tidak dari judulnya saja, seharusnya kualitas penelitian di Indonesia tidak kalah dari kualitas penelitian peneliti/dosen negara lain.

Pertanyaannya, mengapa untuk topik penelitian yang mirip atau di topik yang hampir sama dengan data yang juga sama kualitas dan kuantitasnya, hasil penelitian mereka (dari luar Indonesia) mampu dan telah diterbitkan di jurnal ilmiah internasional sedangkan hasil penelitian peneliti/dosen kita (dari Indonesia) hanya berakhir dengan tumpukan laporan? Maksimalnya, hasil penelitian dalam negeri berakhir di jurnal ilmiah nasional atau bahkan berakhir di jurnal ilmiah terbitan instansinya sendiri. Pernyataan ini tidak dimaksudkan untuk mengecilkan arti atau kualitas dari jurnal ilmiah nasional dan jurnal ilmiah terbitan masing-masing instansi.

Saya menyaksikan sendiri bahwa sejumlah jurnal di masing-masing kategori tersebut sebetulnya berhak untuk digolongkan sebagai jurnal ilmiah internasional. Tetapi karena satu dan lain hal, tetap saja ada rasa yang berbeda ketika manuskrip hasil penelitian kita diterbitkan di jurnal ilmiah internasional yang prestigius.

Dalam kaitannya dengan publikasi ilmiah internasional, setiap akhir tahun kita selalu dihadapkan pada satu paradoks yang sama. Setiap instansi penelitian dan perguruan tinggi beramai-ramai melaksanakan kegiatan yang senada, yaitu: “Pelatihan Penulisan Publikasi Ilmiah Internasional” bagi para peneliti/dosen di masing-masing institusi/perguruan tingginya. Dari daftar acaranya, terlihat semua topik yang disajikan sangan relevan dan penting serta sangat medukung judul kegiatannya. Terlebih lagi, dari daftar nara sumbernya terlihat nama-nama yang sangat berkompeten di bidangnya.

Mengapa saya katakan sebagai paradoks? Karena entah sudah berapa kali kegiatan tersebut dilakukan dan berapa nara sumber yang berbeda telah menyampaikan kiat-kiat atau strateji jitunya, tetapi jumlah publikasi ilmiah internasional hasil karya peneliti/dosen dari masing-masing institusi/perguruan tinggi yang mengadakan pelatihan tersebut “rasa-rasanya” tidak bertambah dari tahun ke tahun – aka belum ada nilai tambah positif yang dihasilkan dari kegiatan yang telah dilakukan. Lantas apa akar permasalahan rendahnya jumlah publikasi internasional Indonesia?

Bagi peneliti/dosen dari Indonesia, dan mungkin juga peneliti lain yang bahasa ibunya bukan bahasa Inggris, tidak bisa dipungkiri bahwa menulis manuskrip untuk jurnal ilmiah internasional memberikan tingkat kesulitan yang jauh lebih tinggi dibandingkan peneliti yang bahasa Ingris adalah bahasa ibunya. Walaupun tidak jarang juga peneliti yang berasal dari luar negeri dengan bahasa Inggris sebagai bahasa sehari-hari pun menghadapi masalah yang sama ketika menyiapkan manuskrip publikasi.

Masalah minimnya penguasaan bahasa Inggris secara umum dijadikan alasan penyebab rendahnya jumlah publikasi internasional yang dihasilkan oleh bangsa Indonesia. Sepertinya, peneliti/dosen Indonesia harus mau dan mampu belajar untuk menguasai bahasa yang satu ini dengan lebih baik agar bisa memutus rantai yang membelenggu rendahnya index jurnal ilmiah internasional Indonesia.

Tetapi sayangnya, peneliti/dosen yang satu berganti dengan peneliti/dosen yang lain, karena faktor usia dan pensiun, mengapa masalahnya tetap sama? Apakah peneliti/dosen yang lebih muda tidak pernah mengambil pengalaman hidup seniornya? Dalam hal ini perlunya penguasaan bahasa Inggris yang lebih baik? Wallohu a’lam…

Sebagai penutup, saya selalu menyampaikan kepada peneliti/dosen – yang sempat berinteraksi dalam berbagai kegiatan pelatihan penulisan publikasi ilmiah internasional, pengingat sebagai berikut:

A certificate of completion (i.e. dari suatu pelatihan penulisan publikasi ilmiah internasional) does not make you an expert in writing scientific publication. It only meansyou have been exposed to the proper way of preparing your manuscript for the target journal. As for the success of publishing manuscripts in an international journal, some people like myself have to learn through so many practices (even until today) to master the skill ! Therefore, do not feel down but be motivated to conduct your experiment correctly and prepare the manuscript properly (i.e. in the acceptable ways by target journal).”

    From scientific engineering view, there are several hindrances to be noticed, i.e. (1) facilities are limited, out of date and less managed to meet high standard of some international publications; (2) moderate incentive for researcher to write a publication needs complicated administration; (3) regional interest in terms of funding on publication fee is still low or almost neglected; (4) acknowledgement for authors is only more on certificate or written document. It can be deduced that all of these drawbacks related to international publication caused by lacking of the government interested in research and publication in terms of international standard level with regard to funding allocation. The high awareness over the importance of international research publication based on update R&D from many sectors is really needed to be scaled up.

    • You know, as our old wisdom says: “Tidak ada rotan, akar pun jadi…” In any case, if you have rattan, you will accomplish many wonderful things. I would certainly also appreciate ones who only have “akar” in their hand but are still able to accomplish some things under that condition. Anyway, every one entitle their opinion on some thing and I should agree with you if every conditions you mention are in place then many wonderful things will come up. Unfortunately, not every one are in the same wonderful place you are describing. Until then, ones must deal with whatever available condition and contribute. Thanks for your interest in our posting…

        As you have seen so far, the condition of our academic people is far from satisfaction in terms of salary, proper acknowledgement, research facilitation, no wonder they cannot focus on their work as academic people, incomparable with that of our neighboring countries. Those countries view universities not just only as teaching universities, but they jump to one step higher that a university is today viewed as a research university concentrated on research and publication, and from there, new inventions will be generated.

    As a researcher and lecturer in overseas for several years in science and engineering, I may publish overseas around 15 English publications Scopus and non Scopus including 3 book chapters and a single book that was published and marketed in Europe in last 3 years, mainly because of good incentive and sophisticated network facilitation supported by high standard instruments, not because of my imperfect English of my writing spirit. So, I do not agree with some insights say that English language is one of the main obstacles. Accepted by high standard international journals is rather a high competitive task, however, there are several Scopus international journals do not need high standard English but usually they are payable journals. Therefore, funding is necessary for the source of high standard equipment, sophisticated network linkage and overseas publications, as well as appropriate incentive for high spirit authors.

    • I would think that you are an exception to the case I am discussion. Therefore, it may not apply to you but it apply to some of us. I also agree with some points you mentioned, they are all correct in some cases… Thank you for your interest in our posting.

        I am very upset in hearing that from academic point of view that Pakistan poses higher academic ranking than Indonesia. I has glimpsed that several international papers were published by Egypt authors in terms of science and engineering. The economic and political conditions of Pakistan and Egypt are not much better than that of our country, but they still can produce qualified academic papers. So, I think, the most important one is on the positive interest and goodwill generated by the government and local authorities concerning with how importance academic life as the heart of nation development.
